West Wirral Regeneration

The successful return of The Open Championship to the Royal Liverpool Golf Club, Hoylake in 2006 offered a major opportunity to attract investment into the area and create a lasting regeneration legacy for Wirral.

A Regeneration Master Plan for Hoylake and West Kirby was adopted by the Council’s Cabinet in 2004, following significant public consultation earlier in the year. The Master Plan identified a range of short, medium and long term proposals focussing on the two town centres of Hoylake and West Kirby and their respective waterfronts.

A primary objective of the regeneration effort in each town is to bring about investment in the quality of the town centres – enhancing the shopping experience as well as improving local facilities. Whilst most of this activity centres on the public realm, supported through public sector resources – there are also a number of significant opportunities to attract private sector investment.        

As well as needing public resources in support of delivering regeneration for West Wirral, it is also vital that the investment power of the private sector is harnessed – this is currently being explored through projects such as the Greater Concourse, Sail Project and the Golf Resort. 

All the project activity listed below has been commenced in one way or another and is at various stages of development.  Some projects are completed such as Market Street 1A / 1B and some such as the Golf Resort and Hoylake and Meols Promenade are at the earliest stages and will take a number of years.

These projects represent a potential investment of around £170m if delivered in full over the next ten years.
